TOWN OF LA VALLE Board Meeting Minutes September 14, 2009 1.Chairman Brey called meeting to order at 7:00 p.m. 2.Roll call: Supervisor Vaillancourt-present; Supervisor Geitz-present; Supervisor Ziegler-present; Supervisor Lucht-present; Chairman Brey-present. All members present 3.A motion was made by Supervisor Geitz, seconded by Supervisor Vaillancourt: To approve the posted agenda. Motion carried voice vote all aye. 4.A motion was made by Supervisor Geitz, seconded by Supervisor Vaillancourt: To approve the August 10, 2009 minutes with correction on Item 8a, Rule Construction. Motion carried voice vote all aye. 5.Financial Report presented by Treasurer Geitz 5a. A motion was made by Supervisor Geitz, seconded by Supervisor Lucht: To approve vouchers 13318 through 13383 for a total amount of $155,231.71. Roll call vote: Supervisor Vaillancourt-aye; Supervisor Geitz-aye; Supervisor Ziegler-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion carried all aye, 5b. A motion was made by Supervisor Geitz, seconded by Supervisor Vaillancourt: To approve the transfer of $117,000 from the General Checking Account into the LGIP #1 Account. Motion carried voice vote all aye. 5c. A motion was made by Supervisor Geitz, seconded by Supervisor Lucht: To approve the Financial Report as presented. Motion carried voice vote all aye. 6. Public input: Mr. Jim Mercier requests to be heard during Lake Committee report 7. A review of the updated proposed Emergency Slow No Wake procedures was given by Lakes Committee Chair, Supervisor Vaillancourt. Supervisor Vaillancourt suggested that the documents go back to the Lakes Committee for review. 8. It was noted that Plan Commission member Tom McManamy had reported to the Plan Commission that Steve Sorenson of Sauk County Planning & Zoning told him that the Megan Sullivan appeal to the Board of Adjustment has been settled and will not be going to BOA. 8a. A motion was made by Supervisor Lucht, seconded by Supervisor Vaillancourt: To take no action on the issue. 9. A motion was made by Supervisor Geitz, seconded by Supervisor Vaillancourt: To approve the appeal of Steven Blakeslee for a special exception permit for a contractor’s storage yard located Hwy 33/58 intersection, Section 22, Town of La Valle with the stipulation that Mr. Blakeslee follow the conditions set forth on the attached sheet, Exhibit A (1) as recommended by the Plan Commission. Motion carried voice vote all aye. 10. Chairman Brey opened the sealed bids received for the sale of town properties on Commercial Street in the Village of La Valle: Improved parcel: No bids received. Vacant parcel: $15,000.00 bid from Jim Fish 10a. A motion was made by Supervisor Lucht, seconded by Supervisor Ziegler: To reject the bid received from Jim Fish on the vacant parcel on Commercial St. owned by the Town. Motion carried voice vote all aye. 11. Chairman Brey noted that a public hearing is required to adopt the Land Division and Subdivision Ordinance with a ”class 2” notice. 11a. A motion was made by Supervisor Geitz, seconded by Supervisor Lucht: To have Attorney Roy review the Ordinance one more time and bring it to a public hearing on October 12. Motion carried voice vote all aye. 11b. The final payment to MSA for their part in preparing the Ordinance should be addressed by the Plan Commission according to Chairman Brey. 12. Chairman Brey gave an overview of the Mourning Dove Project noting that Rule Construction is scheduled to start work on Wednesday this week. 13. Monthly Road Report was given by assistant road patrolman Steven Coens. Patrolman Coens gave a review of work done in August and work done to date and going forward in September. Patrolman Coens said there would be some mowing done in October. 14. Police Report was given by Officer Prantner. Office Prantner presented a Monthly Boating Patrol & Enforcement Report, Police Department Report and an Administrative Duties Report. 15. Chairman Brey informed the board that the LRPD is discussing the possibility of selling the LRPD building at the Mourning Dove site to the Town for $1.00 and using the new Town Shop and Hall for storage etc. 16. Plan Commission discussing which Sauk County Board of Adjustment issues should be addressed by the Commission and which should go directly to the Town Board. The Commission has tabled the Encroachment Ordinance for now. Police Commission: No meetings. 17. Committee Reports: Amb.-Reedsburg Amb Service to request support for keeping local ambulances in service Fire Dept-Quotes on replacing the firehouse roof. Working on 2010 Budget Ins.-Liability Insurance meeting with Country Financial agent Harold Gerrits Oct 6 Lakes- Meeting scheduled for Sept. 19 – 9:00 am. Requesting $8,000 be put in budget for upgrading the boat landings. Encouraged to discuss congestion of boaters and swimmers at boat landings. Personnel: Full Board to meet Tues., Sept 15 to interview 3 applicants for office position. Waste: Looking to get bids on compactor; need to contact Zobel to see about disposal of ashes; grant application due Oct. 1. 18. A motion was made by Supervisor Geitz, seconded by Supervisor Ziegler: To adjourn.
