Plan Commission Meeting Minutes
LaValle Town Board

1.Meeting called to Order by Bev Vaillancourt at 6:05 PM.
2.Roll call: Present – Bev Vaillancourt, Darrick Geitz, Tom McManamy,
Jack Roloff and Dick Fish.
   Absent - None
3.Motion to adopt agenda made by Fish, second by McManamy, motion
carried.
4.Motion to approve minutes from last meeting by Roloff, second by
Fish.  Motion approved.
5.Blakeslee BOA – Blakeslee sent a new application to the Sauk County
BOA for a Special Exception permit for a contractors storage yard and
rental storage buildings. The Plan Commission’s recommendations for
Town Board consideration are requested.  The Commission spent some
time going over what Blakeslee was requested.  Steve Sorenson from
Sauk County Planning & Zoning was there also.  The Special Exception
Application includes:
a.a temporary contractors storage yard on the south end of the
property to be used for a 3 year period.
b.No time limit on the existing contractors storage yard at the north
end of the property.  If there ever becomes issues there is now the 3
strikes rule is in place with the county to handle these issues.
c.Approval to for storage building.

Vaillancourt agreed to write this letter to the Town Board detailing
the Plan Commission’s recommended condition for approval by the BOA. 
Motion for this recommendation was made by Fish and second by
McManamy.  Motion approved.  Letter attached.
6.It was also made known that this is how all recommendations from the
Plan Commission to Town Board are handled in the future.
7.MSA outstanding invoice issue-  It was brought to the Plan
Commission to see if we should be paying the outstanding invoice for
the work they have done.  The Commission did not have a copy of the
invoice to make an informed decision.  We are tabling this until next
month when we have a copy.
8.Next meeting date set for November 5, 2009 at 6:30 PM.
9.Motion to adjourn by Fish and second by McManamy.  Meeting adjourned
at 7:00 PM.

        Contractor’s Storage Yard
        Location: State Highway 33/58 intersection
                          Town of La Valle


On September 8, 2009, the Plan Commission for the Town of La Valle
conducted a site visit and review of the BOA application presented by
Steve Blakeslee for a contractor’s storage yard on land currently
zoned commercial. On October 1, 2009, the Plan Commission reviewed a
second, expanded BOA application. By unanimous consent, the Plan
Commission recommends Town Board approval of the second BOA
application as follows:

1) Allow a new contractor storage yard on the South end of the
property.  The Plan Commission suggests that no screening be required
for this area. 

2) All sand stockpiled will remain on the southwest site adjacent to
State Highway 33 for no more than three years from commencement of
mineral extraction. 

3) Stockpiles on the south site are limited to sand extracted from
Area B as shown on Exhibit A.

4)   Allow an extension of the current permit to operate the existing
contractor storage yard consistent with historic use on the north end
of the property (Lot 1 CSM 5472) with no time limit.

5) Allow for construction of storage warehouses and storage building
on the commercially zoned property (south site), as per plotted plan
titled warehouse (Exhibit B) (to include five buildings in total
represented by one building of approximately 50 X 80, a second
building of approximately 30 X 100, as well as buildings identified as
Phase II, Phase III, and Phase IV.)

6) A gravel driveway to all buildings is acceptable.

7)Any permanent lighting installed be dark sky lighting and/or motion
lights to minimize light pollution concerns.
