October 15, 2009

The meeting was called to order at 6:00 pm. by chair Bev Vaillancourt.
Compliance with the open meetings law was verified. Committee members
in attendance included Dave Fuhrmann, Karen Geitz, Tim Helgeson, Joan
Whitehurst, Marcia Mercier, and Bev Vaillancourt, Marcia Mericer.
Absent: Josh Ziegler. Also in attendance were approximately 10
citizens. 

Motion made by Karen, seconded by Marcia to approve the agenda. Motion
carried. 

Motion made by Karen, seconded by Marcia to approve the September 19,
2009 minutes with a correction on the date. Motion carried. 

Special presentation – Town chair, Cal Brey, presented Nicholas
Milewski with his junior boating safety instructor certificate and
congratulated him on his accomplishments.  A certificate acknowledging
the volunteer efforts of Laurie Videle as a boating safety instructor
also was presented. 

Public Input – Individuals expressed their opinions concerning skiing
in the northwest finger of Lake Redstone

Buoy Placements – There was a discussion concerning placement of
slow-no-wake buoys on Lake Redstone. Suggestions from 400’ to 450’were
made for a guideline for all buoy placement.  The committee agreed
that a lake-wide guideline would be easier for law enforcement. Bev
expressed her concern with ski towlines being about to come within the
100’ shoreline safety corridor established by ACT 31. Boats will still
be allowed to pull skiers from the shore as long as the boat is 100’
from the shore, pier, or dock, whichever applies. The committee
commented that though the 100’ from shore restriction is the result of
ACT 31, the 100’ restriction from a pier or dock is already in place,
and has been for several years.  Bev will work with Al, Joe, and the
county to create new SNW buoy placements based on the discussion and
will bring those suggestions back to the committee when it meets next.


Buoy Costs – Joan expressed a concern that the town does not share in
the cost of buoys for Dutch Hollow. This discussion will continue at
another date.

Budget Requests – The committee discussed lake safety educational
measures. Marcia Mercier offered to assist in helping to inform lake
users of boating safety rules. Rebecca Prochaska offered to assist in
that effort. It was noted that the town paid for 100 boating safety
flyers, but that due to technical difficulties with getting it
printed, they did not arrive until after Labor Day. They have been
given to the boating patrol for distribution during the 2010 boating
season. Due to budget constraints, boat landing upgrades will focus on
signage, trash bins, and portapotty upgrade for Dutch Hollow. The need
for improvements at the Section 11 boat landing will be reviewed by Al
Johnson. 

Restricted Use of boat landings – Bev mentioned that Joe Prantner had
brought a concern about swimming and after dark use of the Dutch
Hollow boat landing to the town board. Cal Brey stated that there are
no hours at the Dutch Hollow. The committee agreed that swimming and
after hour parties at the boat landing present safety concerns. An
additional concern was discussed about powerloading at the Lake
Redstone boat launch. 

The next meeting of the Lakes Committee will be on December 3, 2009,
at 6:00 PM at the town hall. Motion made by Dave, seconded by Tim to
adjourn. Motion carried. Meeting adjourned at 7:55 pm.
