Plan Commission Meeting Minutes
LaValle Town Board

1.Meeting called to Order by Beverly Vaillancourt at 6:30 PM.
2.Roll call: Present – Beverly Vaillancourt, Jack Roloff, Dick Fish,
Darrick Geitz and Tom McManamy.
   Absent – .
3.Motion to adopt agenda, motion by Fish, second by Roloff with the
exception of moving #4 between 5 and 6 below, motion carried
4. Discussion of Brimmer land division.
a.As the land was proposed to be split out with an easement to get
across some of the property the Commission could not approve of the
way they had it laid out, because the township does not allow access
to land by an easement.
b.All lots in CSM are required to have frontage on Brimmer Road.  Lot
could share a common driveway for access to Brimmer Road.
c.Fish noted that when frontage to Brimmer Road is provided to lot 2
(farm land), what was shown as lot 1 will become 2 lots (wooded area
being 1 lot and building site 2nd lot.  That creates 4 lots which is
more than allowed in CSM
d.Roloff gave a suggestion of making it a class 1 subdivision.
e.Another option was to make one of the lots 40 acres or more which
wouldn’t need to be included in the CSM an redo to provide access from
the all lots to Brimmer Road.
f.Commission reiterated that they needed to see a final layout and
driveway access agreement before approval could be granted.  It was
agreed Plan Commission would meet to review revised CSM before next
Board Meeting (July 8th) so CSM could be considered for Board approval
at it’s July meeting.
5.Town Chairman, Calvin Brey, swore in Jack Roloff, Darrick Geitz and
Beverly Vaillancourt for a 2 year appointment.
6.The driveway application form was discussed that was prepared by
Fish and there were only a couple changes required.  Add a line for
inspected by so we really know who inspected the driveway.  Add a
place to enter the amount paid in the top block of the form.  Fish
will make changes.  Roloff motion to approve with above changes and
second by McManamy.
7.Mailbox encroachment was discussed.  The main place there seems to
be issues is with snow plowing on cul-de-sacs around Dutch Hollow. 
There are some areas that have the mailboxes all on the same side of
the road.  In addition to snow plowing concerns there is a safety
aspect related to mailbox construction to ensure mailbox posts aren’t
immovable obstructions. Winfield has adopted an ordinance and Fish
will find out who wrote theirs.   This should be put on next months
agenda for more discussion.
8.We were supposed to meet with MSA, but because the previous meeting
was cancelled MSA had other obligations and could not be there.
a.Vaillancourt is going to checking on land Space Condo’s, but Roloff
did not think that was allowed in Sauk County anyway.
b.We went through all the changes that McManamy, Roloff and Fish had.
c.Roloff is going to try and get all the changes to MSA so we can have
an updated version by next meeting.
9.Next meeting date set for June 2, 2009 at 6:30 PM.
10.Approved the minutes from last meeting.
11.Motion to adjourn by Roloff and second by Fish.  Meeting
adjournment at 9:00 PM.
