Board Meeting Minutes
May 12, 2008
1.Chairman Brey called meeting to order at 7:00 p.m.
2.Roll call: Supervisor Hartje-present; Supervisor Geitz-present;
Supervisor Neau-present; Supervisor Lucht-absent; Chairman
Brey-present.
Four members present Supervisor Lucht absent
3.A motion was made by Supervisor Neau, seconded by Supervisor Hartje:
To approve the posted agenda 
Motion carried voice vote all aye.
4.A motion was made by Supervisor Hartje, seconded by Supervisor Neau:
To approve the April 17, April 19, April 24, May 1 and May 5, 2008
meeting minutes as presented. Motion carried voice vote all aye.
Supervisor Lucht arrived at the meeting
5.Financial Report presented by Treasurer Geitz
5a.A motion was made by Supervisor Hartje, seconded by Supervisor
Neau: To approve vouchers 12162 through 12235 in the amount of
$80,811.42.
Roll call vote: Supervisor Hartje-aye, abstaining on voucher 12193;
Supervisor Geitz-aye; Supervisor Neau-aye; Supervisor Lucht-aye;
Chairman Brey-aye.
Motion carried all aye, Supervisor Hartje abstaining on vouchers

  5b.  A motion was made by Supervisor Hartje, seconded by Supervisor
Neau: To transfer $210,000 from the the General Checking Account into
the State of Wisconsin Local Government Investment Pool #1 Account
Roll call vote: Supervisor Hartje-aye; Supervisor Geitz-aye;
Supervisor Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion
carried all aye.
5c. A motion was made by Supervisor Neau, seconded by Supervisor
Geitz: To authorize a voucher for the Boston Whaler boat upon arrival.
Motion carried voice vote all aye.
5d. A motion was made by Supervisor Hartje, seconded by Supervisor
Neau: To approve Financial Report. 
Roll call vote:  Supervisor Hartje-aye; Supervisor Geitz-aye;
Supervisor Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion
carried all aye.
6.WTA County Unit Meeting will be held in Baraboo at the West Square
Building May 15 at 8 p.m.
7.Mr. Nick Ladas appeared before the board and commended the board for
their hard work, since the fire, in preparing for the construction of
a new building. Mr. Ladas also noted that the road sign on Warbler
Court is missing. Mr. Warren Frank expressed concerns over the buoy
placement on Lake Redstone and the on- going short term rentals around
Lake Redstone.
8.Chairman Brey opened the only sealed bid for gravel (attached):
The Kraemer Company
	¾” base spread or stockpiled-$6.10 per ton
	Shoulder machine-$11.50 per ton
	Pulverizing-$3,495.00 per mile
8a. A motion was made by Supervisor Hartje, seconded by Supervisor
Lucht: To accept the bid from The Kraemer Company. 
Roll call vote:  Supervisor Hartje-aye; Supervisor Geitz-aye;
Supervisor Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion
carried all aye.
9.Chairman Brey opened the sealed bids for 2008-2009 TRIP Project,
Thompson Rd ( attached)
Gasser:		Compacted hotmix approx. 1310 tons @ 37.43= 49,033.30
		Grade existing gravel=2,400.00
		Total $51,433.30
Scott:		Compacted hotmix approx. 1300 tons @ 37.39=48,607.00
		Grade existing gravel=2,900.00
		Total $51,507.00
9a. A motion was made by Supervisor Hartje, seconded by Supervisor
Lucht: To accept the bid from D. L. Gasser Construction for the TRIP
Project, matting a portion of Thompson Rd. Roll call vote:  Supervisor
Hartje-aye; Supervisor Geitz-aye; Supervisor Neau-aye; Supervisor
Lucht-aye; Chairman Brey-aye. Motion carried all aye.
10.Chairman Brey opened the sealed bids submitted for matting S.
Thompson Rd, N. Dutch Hollow Rd., and patching E. Redstone Dr. and W.
Redstone Dr. (attached)
Gasser:		S. Thompson Rd & N Dutch Hollow Rd @ 37.43=$32,751.25
		Fine grade existing gravel=1,500
		Patching=600
Scott:		Thompson Rd & N Dutch Hollow Rd @ 37.39=$32,529.30
		Finish grade water & roll=2,200
		Patching=$80 per ton
10a.A motion was made by Supervisor Hartje, seconded by Supervisor
Geitz: To accept the bid from D. L. Gasser Construction for matting.
Roll call vote:  Supervisor Hartje-aye; Supervisor Geitz-aye;
Supervisor Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion
carried all aye.
11.Chairman Brey opened the sealed bids submitted for seal coating.

Scott:		$11,685 per mile single seal over hard surface
		$21,038 per mile double seal over hard surface
		$23,370 per mile double seal over gravel surface
		$13,994 per mile single seal over hard surface using precoated
pea-stone
$25,679 per mile double seal over gravel using limestone bottom coat &
precoated pea-stone top coat
	Fahrner:	$12,325 per mile single seal
			$24,650 per mile double seal
			$24,950 per mile double seal on gravel
11a. A motion was made by Supervisor Hartje, seconded by Supervisor
Neau: To accept the bid from Scott                                    
                       Construction, Inc. for seal coating. Roll call
vote:  Supervisor Hartje-aye; Supervisor Geitz-aye; Supervisor
Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion carried all
aye.
12.A motion was made by Supervisor Hartje, seconded by Supervisor
Neau: To single seal Cardinal, Iroquois, Kingfisher, Heron, Cree and
Douglas Rds, double seal Timmons Rd and Coughlin Ct. Motion carried
voice vote all aye.
13.Chairman Brey opened the one bid for crack filling from TAZ Seal
Coating LLC. (attached)
Cost per foot-.51
13a. A motion was made by Supervisor Neau, Seconded by Supervisor
Hartje: To accept the bid from TAZ to fill cracks: Mini Creek-3492 ft;
Pierce-5566; Lucht-793.56. Roll call vote:  Supervisor Hartje-aye;
Supervisor Geitz-aye; Supervisor Neau-aye; Supervisor Lucht-aye;
Chairman Brey-aye. Motion carried all aye.
14.Mr. Mark Steward, Director of Sauk County Zoning, appeared before
the board to discuss: short term rentals on Lake Redstone, septic
systems, NR115, Chapter 8 Zoning Ordinance and  Board of Adjustment.
15.A motion was made by Supervisor Neau, seconded by Supervisor Lucht:
To support Sauk County Zoning in obtaining authorization in
identifying and requiring replacement of steel tanks. Roll call vote: 
Supervisor Hartje-aye; Supervisor Geitz-aye; Supervisor Neau-aye;
Supervisor Lucht-aye; Chairman Brey-aye. Motion carried all aye.
16.A motion was made by Supervisor Hartje, seconded by Supervisor Neau
to encourage Sauk County Planning & Zoning to pursue a re-write of the
Sauk County Shoreland Protection Ordinance specifically addressing
buffer strips/vegetation, filling & grading, boat houses, retaining
walls, impervious areas…etc.. This is to be done as soon as possible,
not waiting for approval of NR 115. Roll call vote:  Supervisor
Hartje-aye; Supervisor Geitz-aye; Supervisor Neau-aye; Supervisor
Lucht-aye; Chairman Brey-aye. Motion carried all aye.
17.A motion was made by Supervisor Hartje, seconded by Neau: To take
no action on the Certified Survey Map for James Atkinson as Mark
Steward, S. C. Planning & Zoning Director, said it will be denied at
the county level because the lake frontage will not meet the county
requirments. Roll call vote:  Supervisor Hartje-aye; Supervisor
Geitz-aye; Supervisor Neau-aye; Supervisor Lucht-aye; Chairman
Brey-aye. Motion carried all aye.
18.Mr. Ron Williams, Terrace Custom Builders, agent for Greg & Lisa
Glesinger, appeared before the board requesting support in his appeal
to the Sauk County Board of Adjustment for special exception permit to
authorize filling and grading for construction of a house on Chickadee
Addition Lot 20 Lake Redstone.
18a.A motion was made by Supervisor Neau, seconded by Supervisor
Hartje: To support the request for special exception permit
authorizing filling & grading on Chickadee Addition Lot 20. Roll call
vote:  Supervisor Hartje-aye; Supervisor Geitz-nay; Supervisor
Neau-aye; Supervisor Lucht-abstain; Chairman Brey-aye. Motion carried
3 aye Supervisor Geitz nay and Supervisor Lucht abstain
19.Chairman Brey noted that word has been received that the offer to
purchase the DeBeir property that was signed by the town has now been
signed by the DeBeir family, the engineers will now pursue the
permitting from the WIDOT and DNR.
Chairman Brey stated that the General Engineering has been in contact
with the insurance adjuster with regard to the structure and both Kent
Fish of General and Chairman Brey feel a meeting with the insurance
people is warranted.
20.It was the consensus of the board to look into drafting a 3 year
contract with Gardiner Appraisal Service with 2010 a re-evaluation
year. 
21.A motion was made by Supervisor Hartje, seconded by Supervisor
Neau: To grant a temporary Class “B”/”Class B” (beer/wine) license to
the Border Riders, Inc. for May 23-25, 2008. Motion carried voice vote
all aye.
22.A motion was by Supervisor Neau, seconded by Supervisor Hartje: To
change the draft Driveway Ordinance by adding a definition for
right-of-way and by changing matting required from 3.5 to 2 inches and
send the amended draft Driveway Ordinance to the town attorney for
review. Roll call vote:  Supervisor Hartje-aye; Supervisor Geitz-nay;
Supervisor Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion
carried 4 aye Supervisor Geitz, nay.
23.It was the consensus of the board to prepare a draft a resolution
requesting that Sauk County create an Emergency Slow No Wake Policy
for review at the next meeting.
24.The monthly Road Report was given by Road Patrolman Al Johnson
25.Police Officer Aldrich gave the monthly police report. 
26.Chairman Brey kept the committee assignments the same
27.Commissions:
Plan Commission: Regular meeting date to be the last Tuesday of the
month.
Police Commission: Annual re-organizational meeting to be later this
month
28.Committees:
Emergency Gov’t-Local emergency sirens worked during the tornado
drill
Lakes-Discussion on buoy placement on Lake Redstone
Rd Const-A motion was made by Supervisor Neau, seconded by Supervisor
Lucht: To post Douglas Rd. and Mini Creek Rd. with Class B weight
limit during construction in the Village on Hwy 33/58.
Chairman Brey noted that  proposed work to be done by Sauk County
Highway includes culvert on W. Redstone, guardrails on E. Dutch Hollow
Rd, E. Redstone Dr. and bridge work on Smith Bridge.
A motion was made by Supervisor Hartje, seconded by Supervisor Lucht:
To contract with Cut and Run to remove stumps on W. Redstone Dr. for
up to $600. Motion carried voice vote all aye.
A motion was made by Supervisor Neau, seconded by Supervisor Geitz: To
purchase 4 grader tires from GCR for $4,473.36, cost does not include
installation. Roll call vote:  Supervisor Hartje-abstain; Supervisor
Geitz-aye; Supervisor Neau-aye; Supervisor Lucht-aye; Chairman
Brey-aye. Motion carried 4 aye Supervisor Hartje abstain.
WasteMngmnt-Clean up days May 24 & 25. A motion was made by Supervisor
Hartje, seconded by Supervisor Neau: To approve Recycle/Trash letter
as presented. (attached) Motion carried voice vote all aye.
29.A motion was made by Supervisor Neau, seconded by Supervisor
Hartje:  To adjourn.
Motion carried voice vote all aye.
