June 17, 2009 minutes

The meeting was called to order at 4:35 P.M. by Lakes Committee chair
Bev Vaillancourt

Present were committee members Josh Ziegler, Karen Geitz, Tim
Helgeson, Marcia Mercier, and Bev Vaillancourt. Public participants
included Al Johnson, Dave Horzewski, Tom McManamy, and Cal Brey

Motion by Tim, seconded by Karen to approve the agenda. Motion
carried. 

Motion by Tim, seconded by Karen to defer reading of June 5th Lakes
Committee minutes until the July 6th meeting, due to the absence of
Lakes Committee members Joan Whitehurst and Dave Fuhrmann. Motion
carried. 

Public Input - none

Bev explained that she had made the motion to table the proposed buoy
ordinance for two months at the June 8 Town of La Valle board meeting
for two reasons: 1) to gather facts required by the DNR to determine
if a boating restriction ordinance is warranted, and 2) to insure
accuracy of the buoy GPS waypoints. The motion carried unanimously by
the town board. She then explained that the DNR requires that a
condition report accompanying a draft ordinance whenever an ordinance
addresses watercraft restrictions.  

Discussion followed as to how to accurately determine GPS waypoints.
It was the consensus of the committee that Bev should meet with the
county mapping department to obtain accurate coordinates using the
2001 ordinance as a guide. 

Discussion then turned to how to obtain accurate distance and depth
readings as noted for a DNR condition report. DNR warden Dave
Horzewski stated that he would be able to obtain those readings and
forward them to the committee. 

Discussion followed as to how best to get objective boat counts. It
was determined that a sports camera would be set up to time stamp boat
movement on the west narrows. DNR warden Dave Horzewski and La Valle
patrol officer Joe Prantner also will make counts on various parts of
the lake while on patrol. That information will be forwarded to Bev
for charting throughout July. Enforcement information also will be
forwarded to Bev. 

Josh emphasized the need for good signage, in particular signage on
the water to inform people of boating laws. Bev mentioned that signage
will be on the agenda for the July 6th meeting.

Tom McManamy suggested the committee provide a press release
explaining the intensified enforcement on Lake Redstone, in particular
to the July 4th weekend. Marcia will invite members of the press to
cover the next boat safety class and discuss enforcement efforts meant
to reduce unsafe boating behavior. 

Bev reviewed the purpose of the DNR condition report and emphasized
that once the Lakes Committee gathers all data it will then forward a
recommendation to the town board as to whether a boat restriction
ordinance is warranted in the west narrows. She emphasized that if a
no-ski ordinance is recommended, it will be based on an objective
study, not on opinion of what occurred in past years. She also noted
that shoreline erosion cannot be a part of this summer’s study since
shoreline erosion would require a long range study.
 
Motion made by Josh, seconded by Karen to adjourn. Motion carried.
