Minutes, December 3, 2009


1.	The Meeting was called to order at 6:05 P.M.  Members present:
Marcia Mercier, Joan Whitehurst, Dave Fuhrmann, Josh Ziegler, Karen
Geitz, Bev Vaillancourt. Tim Helgeson arrived at 6:30 P.M. Two
community participants also  attended: Jim Mercier and Tom McManamy
2.	Motion by Marcia, seconded to approve the agenda. Motion Carried. 
3.	Motion by Marcia, seconded by Joan, to approve the October 15, 2009
minutes. Motion carried. 
4.	Chair Bev Vaillancourt explained that public input could occur as
desired, since there were only two community participants present. 
5.	Bev explained that the La Valle Town Board agreed to support the
emergency slow-no-wake proposals by the Lake Redstone Protection
District and the Dutch Hollow Board.  It was noted that the revised
Dutch Hollow proposal regulating emergency slow-no-wake now reads that
the Town of La Valle has the authority to designate emergency
slow-no-wake based on the threshold established in the proposal. Joan
reported that the chair of the Town of Woodland expressed no objection
to the proposal for Dutch Hollow. Bev will convey this information to
the La Valle Town Board. 
6.	Bev presented a Google Earth map of Lake Redstone with several
proposed buoys placed on it based on a 400’ shoreline to shoreline
distance benchmark. The new buoy placements move some current buoys
back into their respective coves and eliminate others. It also removes
the no-ski buoys in the ne finger. Jim Mercier suggested that a buoy
be placed at the 400’ mark at the north end of the nw finger to
maintain consistency with the 400’ benchmark. This was met with
agreement by some committee members and disagreement by others. Tom
McManamy suggested the possibility of removing all buoys from the lake
and just allowing existing laws to regulate snow-no-wake.  It was
noted that restricting PWCs in the nw finger would require a condition
report sent to the DNR. The committee decided to allow law enforcement
and education address PWC violations. Motion by Dave, seconded by Josh
to recommend the buoys as placed with the exception of placement of
the #7 buoy in the far north area of the nw finger of Lake Redstone,
which will be left to the Town Board to determine. Motion carried
unanimously.  A map of the proposed buoy placement is available at the
La Valle Town Hall. 
7.	There was basic agreement that unused buoys from Lake Redstone
should be used at Dutch Hollow Lake to save the home owners that cost.
Joan noted that it would involve three buoys. 
8.	Marcia reported on her ability to obtain a great deal of
educational material from the DNR at no cost to the town. She will be
working with others to help educate boaters on rules governing boating
operations. She also noted that there will be two boater safety
classes offered this summer. 2010 Lakes related expenditures. The
Lakes Committee agreed to request $500 from the town board from the
boat landings budget line if Marcia determines funds are needed for
any educational efforts for Lake Redstone and/or Dutch Hollow Lake. 
Al expects boat landing upgrades to cost approximately $2100. Bev will
follow up on plans to have the upgrades ready for the 2010 boating
season. Tim and Josh agreed to meet with Dave Horzewski and others to
design informational signs for both boat landings, and provide a cost
basis for those signs. They will present their information at the next
Lakes Committee meeting. 
9.	The committee briefly discussed safety issues at the Dutch Hollow
Boat Landing. Bev will ask Joe if he still feels this is a concern and
invite him to speak to the committee. 
10.	 The next meeting of the Lakes Committee will be on Monday,
February 1, 2010, at 6 p.m.
11.	 Motion made by Karen, seconded by Marcia to adjourn. Motion
carried. Meeting adjourned at 7:15 P.M.
