TOWN OF LA VALLE
Public Informational Meeting
La Valle Town Board Special Meeting Minutes
August 4, 2008

6:00 p.m. Informational meeting:
A public informational meeting was held by the Town Board and General
Engineering explaining the new structure to be built and the costs of
that structure and the impact on property owner’s taxes.

7:00 p.m.  Special Town Board Meeting

1.Chairman Brey called the meeting to order at 7:00 p.m. 

2.Roll call: Supervisor Hartje-present; Supervisor Geitz-present;
Supervisor Neau-present; Supervisor Lucht-present; Chairman
Brey-present. All members present

3.A motion was made by Supervisor Neau, seconded by Supervisor Hartje:
To approve the posted agenda. Motion carried voice vote all aye. 

4.Jason Jackson, General Engineering Company, gave an overview of the
5 bids received, recommending the low bid from Harmony Construction
Management of Madison, for $1,573,275.00. Mr. Jackson also noted that
add-on alternates, A. geothermal heating, B. maintenance pit, C.
stucco finished metal panels, D. ICF foundations & insulated floor
panels, will have to be addressed by the board and if accepted these
costs are added on to the cost of the bid. 

5.A motion was made by Supervisor Hartje, seconded by Supervisor Neau:
To award the bid for the Town of La Valle Municipal Building to
Harmony Construction Management for $1,573,275.00 and to add on
Alternate B, maintenance pit, for an added cost of $11,439.00.  Roll
call: Supervisor Hartje-aye; Supervisor Geitz-aye; Supervisor
Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion carried all
aye.

Mr. Jackson noted that the contractor and sub-contractors are willing
to allow the town to direct purchase some of the larger items such as
the steel building etc. to save on cost of sales tax.

6.A motion was made by Supervisor Hartje, seconded by Supervisor Neau:
To approve Chairman Brey’s signature on a letter to the WI Dept. of
Commerce stating the mezzanine in the shop area is storage only and
not for public use. Motion carried voice vote all aye.

7.A pre-construction conference will be held at the La Valle Town Hall
on Friday August 15 at 7:00 a.m.

8.FEMA officials will be in the Town on Monday Aug. 11 at 8:30 a.m. to
gather data on storm damage from the June rains and flooding.

9.A motion was made by Supervisor Geitz, seconded by Supervisor
Hartje: To reduce the amount of seal-coat being done this year to
approximately 2.5 miles rather than the 5 miles originally scheduled.
Motion carried voice vote all aye

10.Chairman Brey read letter of resignation from George Aldrich.
(attached) Chairman Brey opened the floor for comments from the
public. Beverly Vaillancourt, Bert & Francis Vaillancourt, Gary
Herritz, Diane Gallaher and Lyle LeMoine requested that the board
request Mr. Aldrich to rescind his letter of resignation, Chuck Sutter
and Nick Ladas also spoke.

11.A motion was made by Supervisor Lucht, seconded by Supervisor
Geitz:  To convene into closed session and subsequently return into
open session as per Wisconsin Statute 19.85(2) to consider the
employment, promotion, compensation or performance evaluation data on
any public employee over which the governmental body has jurisdiction
or exercises responsibility as per Wisconsin Statute 19.85(1)(c). Roll
call: Supervisor Hartje-aye; Supervisor Geitz-aye; Supervisor
Neau-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion carried all
aye.

12.A motion was made by Supervisor Lucht, seconded by Supervisor Neau:
To accept the resignation of George Aldrich. Motion carried voice vote
3 aye, 1 nay, 1 abstain.

13.A motion was made by Supervisor Neau, seconded by Supervisor Lucht:
To return to open session as per WI Statute 19.85(2). Motion carried
voice vote all aye.

14.Upon returning into open session:

15.Chairman Brey stated the Town Board of Town of LaValle has accepted
the resignation of police officer George Aldrich. We wish to thank him
for the time he has served this community and wish him well in his
future endeavors.

16.A motion was made by Supervisor Lucht, seconded by Supervisor Neau:
To adjourn
Motion carried voice vote all aye.
