TOWN OF LA VALLE Board Meeting Minutes January 11, 2010 1.Chairman Brey called meeting to order at 7:00 p.m. 2.Roll call: Supervisor Vaillancourt-present; Supervisor Geitz-present; Supervisor Ziegler-present; Supervisor Lucht-present; Chairman Brey-present. All members present 3.A motion was made by Supervisor Geitz, seconded by Supervisor Vaillancourt: To approve the posted agenda with the following adjustments: Item 11 to be heard following Item 7, Item 8 to be heard when Ms Jaquish arrives at the meeting. Motion carried voice vote all aye. 4.A motion was made by Supervisor Geitz, seconded by Supervisor Lucht: To approve the December 14, 2009 minutes with changes to Item 14, transferring $8180.00 into the LGIP #2 Account and Item 15, “suggested” by Supervisor Ziegler and “supported” by Supervisor Geitz to take out buoy #9. Motion carried voice vote all aye. 5.Financial Report presented by Treasurer Geitz 5a A motion was made by Supervisor Geitz, seconded by Supervisor Vaillancourt: To approve vouchers 13583 through 13643 totaling $47,846.49. Roll call vote: Supervisor Vaillancourt-aye; Supervisor Geitz-aye; Supervisor Ziegler-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion carried all aye, 5b. A motion was made by Supervisor Geitz, seconded by Supervisor Lucht: To approve the transfer of $47,000 from the LGIP #1 Account into General Checking Account. Motion carried voice vote all aye. 5c.A motion was made by Supervisor Geitz, seconded by Supervisor Lucht: To approve the Financial Report as presented. Motion carried voice vote all aye. 6. Sauk County Planning, Zoning and Land Records Committee public hearing Jan. 26 re: Amend the Sauk County Zoning Ordinance to reflect the collection of a conversion fee when rezoning out of a certified farmland preservation zoning district. WTA Annual Dist. Meetings Dist 1A=Mineral Point Feb 12; Dist 1A=Lake Delton March 6. Clerk Radtke thanked Jean Judd for covering for the Clerk at the Dec. meeting. Noting that she did a great job. There will be a primary February 16. Three candidates are running for 4th Dist. Court of Appeals. A drawing was held prior to this meeting to select ballot placement on the April 6 Spring Election for the position of Town of La Valle Supervisor II. Candidates Karen Geitz and James Brandt have filed papers to run for that position. Mr. Brandt was drawn by Alan Johnson to be first on the ballot with Karen Geitz to be second. 7.Public input: Ms. Nancy Deschamps inquired why there is no enforcement of the Sauk County Parking fee through the winter at Fox Court Boat Landing. Officer Prantner noted that changes in the 2010 regulations has forced Sauk County to take down their notices at the landings to change the wording and will be back up in the Spring. 8.Mr. Phil Raupp and Ms Linda Schommer, Reedsburg Ambulance Service, appeared before the board and gave a presentation on the proposed increase paramedic service and related costs. 8a.A motion was made by Supervisor Vaillancourt, seconded Supervisor Lucht: To support the Reedsburg Area Ambulance Service, Inc.’ proposal to increase the level of service by switching to EMT-Paramedic level of service. Roll call vote: Supervisor Vaillancourt-aye; Supervisor Geitz-nay; Supervisor Ziegler-nay; Supervisor Lucht-aye; Chairman Brey-aye. Motion carried 3 ayes, Supervisors Geitz and Ziegler opposed. 9.Ms LaNell Jaquish, Outreach Worker for Project Recovery, gave a presentation and announced new FEMA funds are available for victims of the June 2008 flood. 10.A motion was made by Supervisor Vaillancourt, seconded by Supervisor Ziegler: To grant a Temporary Class “B” (beer) license to La Valle Sportsman’s Club for a fisheree at Lake Redstone Mourning Dove Public Access January 23, 2010. Motion carried voice vote all aye. 11.The Border Riders did not submit an application for beer license, no action needed. 12.Supervisor Vaillancourt discussed the Agriculture Enterprise Areas program. A Plan Commission meeting will be scheduled February 2, 2010 with Mr. Mike Stanek, Sauk County Land Conservation, and Mr. Brian Zimmert, Sauk County Zoning, invited to provide further information on the program. 13.The changes to the Comprehensive Plan being considered by the town regarding intent of Single Family District land use, is being reviewed by the Town Attorney. The Plan Commission will address this at the Feb. 2 meeting. 14.A motion was made by Supervisor Vaillancourt, seconded by Supervisor Geitz: To approve the placement of buoys on Lake Redstone with the GPS coordinates (attached) as presented, adding buoy 16A, and sending this to Attorney Roy to have him amend the current code of ordinances to reflect these changes. Roll call vote: Supervisor Vaillancourt-aye; Supervisor Geitz-aye; Supervisor Ziegler-aye; Supervisor Lucht-aye; Chairman Brey-aye. 15.A motion was made by Supervisor Vaillancourt, seconded by Supervisor Lucht: To adopt Resolution to Oppose Dept. of Revenue County Assessment Proposal (attached). Roll call vote: Supervisor Vaillancourt-aye; Supervisor Geitz-aye; Supervisor Ziegler-aye; Supervisor Lucht-aye; Chairman Brey-aye. Motion carried voice vote. 16.A motion was made by Supervisor Ziegler, seconded by Supervisor Vaillancourt: To approve the purchase of a new web site provider Network Solutions for $149.50. Motion carried voice vote all aye. 17.Monthly Road Report was given by Road Patrolman Johnson. Discussion held on repairs to the trucks and snow clearing of the roads. 18.Police Report was given by Officer Prantner. Officer Prantner reviewed the monthly activity of the Department and the Administrative Report. Announcement given on the approval of the rifle applied for. 18a A motion was made by Supervisor Geitz, seconded by Supervisor Lucht: To table the purchase of a taser weapon until the February meeting. Motion carried voice vote all aye. 19.A discussion was held regarding joining the Reedsburg Municipal Court to handle water patrol citations. It was the consensus of the board to have the Town Attorney review an ordinance providing for an agreement between the Town of La Valle and City of Reedsburg. 20.A motion was made by Supervisor Ziegler, seconded by Supervisor Vaillancourt: To support the Town of Excelsior in their request to encourage the Sauk County Planning & Zoning Committee to consider a revision in the Junk and Nuisance Ordinance. Motion carried voice vote all aye. 21.Chairman Brey reported TRIP projects for years 2010-2011 have been announced, the Town of La Valle is not included the selections. A total of $147,985.70 has been distributed among nine Sauk County towns. Sauk County Planning, Zoning & Land Records Committee is meeting Jan. 12, on the agenda is the junk yard ordinance. 22.Plan Commission will meet February 2@ 7pm Police Commission: No meetings. 23.Committee Reports: Fire Dept-Appreciation dinner January 23rd. Grant award for turn out gear is looking favorable. Insurance-Liability policy is being reviewed, summary of the policy should be available in February by Supervisor Vaillancourt Lakes- Meeting scheduled for February 1 @ 6 pm Personnel: Need to update benefit package for road workers 24.A motion was made by Supervisor Geitz, seconded by Supervisor Ziegler: To adjourn.
